PAGS Registration Overview

PAGS REGISTRATION OVERVIEW

DEFINITIONS

Add - The addition of a player who has not been on a roster in the seasonal year to a team’s roster

Club - An organization that is a member of a State Association that has an identifiable membership of youth soccer players on whose behalf the organization conducts or engages in youth soccer activities 

Club Pass Player - In PAGS Club Pass Players are permitted to play with any team in their Club for which their age qualifies them.  Such players may play no more than 2 games per day or 3 games in a weekend. 

Direct Player - A direct player is a player who is registered with State Association and is not rostered on a team.  To be on a team the player must be added to the roster and be given player pass by the appropriate League.  The direct player pass will be submitted to the League Registrar.

Guest Player - A registered player participating in a competition for a team to which the player is not rostered for purposes of league play (PAGS only permits guest players for the Spring Season)

Involuntary Release - Removal of a player from a team’s roster at the request of team authorities

Line-up Form - A listing, consisting of player name and number of the rostered players or club pass players who will participate in a given game

Player - A youth player registered in accordance with USYS and State Association rules 

Primary Player - A primary player is a player who is rostered on a team and has declared that that team to be their primary team.  Such players will be noted on the team roster with a “P” in the type of player column.  This declaration must be made at the time the player is initially rostered

Player Status (PS-1) Form - A form utilized to effect player transactions such; adds, releases, transfers, add secondary player, as well permission for teams to play out of EPYSA or non-EPYSA teams to play in EPYSA 

Registration - The execution of an intent to play the sport of soccer and the paying of associated fees

Roster or Team Roster - A list of registered players eligible to play for a team 

Rostering - The assignment of a registered player to a team

Secondary Player - Players may register with more than one team during a seasonal year. A player is secondary on any roster other than the team for which she declared primary.  (PAGS limits players to one primary PAGS team and one secondary PAGS team)

Team - a group of players rostered together

Transfer - The removal of a player from a team’s roster on the request of the player, and the contemporaneous addition of the player to the roster of another team

Voluntary Release - Removal of a player from a team’s roster at the request of the player


TEAM APPLICATION TO PAGS

To register your team and receive players passes through USYS you must be accepted to play in PAGS.   All teams that want to play in PAGS must have completed the online application and paid the application fee.  

TEAM REGISTRATION

Teams may register through any National Association, US Youth Soccer (USYS),  American Youth Soccer Organization (AYSO),  or US Club Soccer (USCS).  If you choose to register through USYS you must register with your appropriate State Association (EPYSA, MDYS, DYSA, etc) by following the procedures set forth below.  The following roster limits apply for PAGS, independent of the National Association you register through:  U9/U10 - minimum of 7 and maximum of 12 (7 palyers must be age appropriate; U11/U12 - minimum of 10 and maximum of 16; and U13-U19 minimum of 12 and maximum of 22.

EPYSA, a USYS state association, will utilizes Group Net Solutions (GNS) as its registration software provider.

If you elect to register through a state other than EPYSA or a National Association other than USYS you must complete registration in accordance with their then current procedures and you must submit a stamped copy of your roster to the PAGS Registrar prior to the start of the fall season.  You must present the stamped roster at each game as your line up sheet.  All approved changes to your roster must be sent to the PAGS Registrar.  These submissions may be via fax, email, or mail.

The following applies to teams registering through USYS and their home State Association.  If you are registering through another National Association you must follow their rules.

ROSTERING OF SECONDARY PLAYERS  

PAGS allows U9 and U10 teams registered through USYS to roster up to 3 secondary players per team.  Individual game lineup form limits of 12 apply for U9 and U10.  U11 and U12 teams may roster up to 3 secondary players. Individual game lineup form limits of 16 apply for U11 and U12. U13-U19 teams may roster up to 3 secondary players. Individual game lineup form limits of 18 apply for U13-U19.  Secondary players count against the roster limit for the age group.  Secondary players may only play up in age or in division within their primary age in PAGS.  Secondary players are eligible for the PAGS playoffs.  If you choose to add a secondary player to your roster you must complete the Add a Secondary Player process in Group Net Solutions.  

CLUB PASS

Players will be permitted to play with all teams in their Club for which their age qualifies them.  An age appropriate U15 player may play U15-U19.  An age appropriate U10 player may play U10-U19.  Club pass players may play no more than 2 games per day or 3 games in a weekend.  

Their is a limit on the number of secondary and club pass players permitted per game.  U9 -U12 teams may not have more than a combination of 3 secondary/club pass players per game and U13-U19 may not have more than a combination of 5 secondary/club pass players per game.  Club pass players are not eligible for the PAGS playoffs.

REGISTERING A PLAYER FROM DELAWARE

1.  Click on the Delaware website:  DYSA.Org
2.  On the main page is a link for players requesting to play out of state
3.  Complete the online release form 
4.  Print the form and sign 
5.  Mail the signed form, 1 x 1 photo of player,  copy of birth certificate, a self addressed stamped envelope, and a check for $25 made out to DYSA to:

6.  The DYSA Registrar will print the player card, affix the player’s signature and photo and will stamp the card.  DYSA will provide the completed paperwork and player card to the player who will provide it to the out of state secondary team, who will then submit it to EPYSA

REGISTERING AN OUT OF STATE PLAYER (NON-DELAWARE)

  1. Player registers with their home state association and obtains player pass 
  2. Player obtains home state association’s permission to play out of state (PS-1 or other home state form) 
  3. Team submits permission to play out of state form stamped by player’s home association to EPYSA 
  4. EPYSA stamps permission to play out of state form and returns to team
  5. EPYSA enters player into GNS system 
  6. Team submits stamped permission to play out of state form to League Registrar 
  7. Team adds player to roster using GNS procedure 
  8. League Registrar approves roster 
  9. Club maintains RG-6 for player

OUT OF STATE TEAMS PLAYING IN PAGS

If you are an out of state team participating in PAGS you must register your team with your USYS state association, US Club Soccer, AYSO or other recognized National Association. If you elect to register with a non-USYS National Association your roster may not have more then 14 players (U9-U12), 18 (U13) or 22 (U14-U19). Once the roster and passes are stamped, mail a copy of your stamped roster to the PAGS Registrar prior to the start of the fall 2013 season.  If you are submitting a USYS roster you must also submit a PS-1 form stamped by your home state association giving permission to play out of state.  If you make changes to your roster throughout the season, you must send a copy of the updated roster to the PAGS Registrar.  

SECONDARY TEAMS PLAYING IN PAGS

If you are a team playing in PAGS as your secondary league, you must register your team with your primary league and submit a copy of your stamped roster to the PAGS Registrar prior to the start of the fall season.  If you make changes to your roster throughout the season, you must send a copy of the updated roster to the PAGS Registrar. 

PICTURES

PAGS requires that a picture be uploaded for all players so the player pass can be printed with the picture.  EPYSA's current policy is that the picture is good for two years, so pictures for returning players must be uploaded every ohter year.

PROOF OF AGE

Players who are new to EPYSA must provide proof of age in order for the League Registrar to verify the player.  The EPYSA By-Laws indicate what constitutes legal proof of age, the most common forms being a birth certificate or passport.

You may submit the proof of age by uploading the document to the players information in the EPYSA registration system, emailing the document to the League Registrar, or by submitting an affidavit signed by the Club President and Registrar.  The affidavit must state that the Club has verified the players age by viewing the appropriate document and that PAGS has the right to inspect the document at any time of its choosing.  The required language is provided below.

PAGS Roster Freeze Date-Changes to Rosters

Rosters freeze for the purposes of playing in PAGS as of 30 September each year.  Teams may continue to make changes (additions, transfers, releases) to their rosters after this date, but the player(s) will not be eligible to compete in PAGS for the remainder of the Fall season, including playoffs.

Requesting a PS-1 Change

REQUESTING A PS-1 CHANGE

 The following player transactions require a PS-1:

  • Add Primary Travel Player (previously unregistered)
  • Add Secondary Player
  • Add Direct Player 
  • Release Primary Travel Player
  • Release Secondary Travel Player
  • Transfer Travel Player
  • Assign Out of State Player

You must complete the electronic PS-1 action in the EPYSA registration software for each player transaction.  If you are requesting a release/transfer this requires two separate electronic PS-1 actions in the EPYSA registration software.

When you have completed the above action required to process the player transaction you must notify the PAGS Registrar that the action is ready to be processed.  This notification should be made via email to Registrar@pags.org.  Your request will be processed within 72 hours of receipt of all the required documentation.

Rostering of Secondary Players

PAGS allows U9-U13 teams registered through USYS to roster up to 3 secondary players per team.  U14-U19 teams may roster up to 5 secondary players.  Secondary players count against the roster limit for the age group.  Secondary players may only play up in age or in division within their primary age in PAGS.  Secondary players are eligible for the PAGS playoffs.  If you choose to add a secondary player to your roster you must complete the Add a Secondary Player process in Group Net Solutions.  

To release a secondary player you must complete the required action in Group Net Solutions .

NOTE:  A player who is not presently rostered as a primary player CANNOT be rostered as a secondary player.  If the player is subsequently released from her primary team she MUST be released from her secondary team.  She may then be transfered to the secondary team as a primary player.

Proof of Age

Players who are new to EPYSAmust provide proof of age in order for the League Registrar to verify the player.  The EPYSA By-Laws indicate what constitutes legal proof of age, the most common forms being a birth certificate, passport, or player pass issued by another state association.

Club Pass

If you are a team playing in PAGS as your secondary league, you must register your team with your primary league and submit a copy of your stamped roster to the PAGS Registrar prior to the season.  Any subsequent changes must also be submitted to the PAGS Registrar.  Rosters and changes should be submitted to Registrar@pags.org.

 

Teams Registering With Non-USYS National Association

AYSO, US Club Soccer

PAGS accepts teams who register with and obtain player passes from National Associations other than USYS, such as AYSO or US Club Soccer.  If your team is registered with a non-USYS National Association you must follow that organization’s procedures to register your team and players.  You must submit an approved copy or your roster to the PAGS Registrar prior to the season.  Any subsequent changes to the roster must also be submitted to the PAGS Registrar.  Rosters and changes should be submitted to Registrar@pags.org.

In addition, you must have copies of your roster, which will act as your lineup form, as well as passes for all coaches and players at every PAGS game.

Out of State Teams Playing in PAGS

If you are an out of state team participating in PAGS you must register your team with your USYS state association, AYSO, US Club Soccer, or other recognized National Association. If you elect to register with a non-USYS National Association your roster may not have more than 14 players (U9-U12), 18 players (U13) or 22 players (U14-U19).

Once the roster and passes are approved, you must submit a copy to the PAGS Registrar.  If you are submitting a USYS roster you must also submit the appropriate Interstate Permission Form required by your home state association giving permission to play out of state.  If you make changes to your roster throughout the season, you must send a copy of the updated roster to the PAGS Registrar. Rosters and changes should be submitted to Registrar@pags.org.

You must have copies of your roster, which will act as your lineup form, as well as passes for all coaches and players at every PAGS game.
